The term for this process is called "abatement. About a third of all penalties are eventually abated. We suspect that more penalties would be cancelled if people knew how to contest them.
Just telling the IRS that you don't like a penalty or cant afford to pay it, wont work. You must show "reasonable cause" meaning a good cause.
